if i want to bring in clif bars to the gorge do i have to put them in clear sandwich bags?

I don't think so. What they're trying to avoid with the clear sandwich bag rule is people with big brown paper bags full of stuff they claim is food. Stuff that is factory sealed is generally ok.

Stuff that is factory sealed is generally ok. Yeah. I bring in factory sealed granola bars every year and have never had a problem.

From an enforcement perspective, I would be MORE wary of energy/granola bars that WEREN'T individually wrapped. My wife is concocting some homemade energy bars and I'm hoping I don't have to surrender one of them to security to prove they aren't stuffed with `shrooms.
...which will be a hard argument to make when they find a freezer bag full of homemade energy bars sticking out of my ass crack.

...which will be a hard argument to make when they find a freezer bag full of homemade energy bars sticking out of my ass crack. Yum! I always bring loaves of homemade banana bread wrapped in tin foil and have never had an issue. The only "special" thing about them is they're delicious.
