Every single year that Modest Mouse isn't on the lineup, at least three people are like MAYBE MODEST MOUSE WILL BE A LATE ADD. It's funny every time.
Daver is right, though: it will certainly be something terrible (like Juliette & the Licks).

I saw Dumb & Dumber in the theater when I was thirteen years old, and I didn't think it was funny then. I'll never understand how that bullshit has survived in cultural memory all this time.

I liked Juliette and the Licks back around 2007-2008 when they came through Seattle with their tour, but my taste in music has evolved since then and I'm not sure I'd enjoy them as much now. At this point in the game with the festival having sold out 6 weeks ago, I can't envision there being any adds that would crack the top 20 in billing.

A sub-headliner from 2010? Doubtful, but I noticed they're playing the Showbox SoDo in Seattle so it seems their fan base has shrunk. They'd still be fairly high in the billing this year though.

Judging by Foals' tour schedule and their crowd draw, I could see them being an add to the Bigfoot. I think the other one is going to be a dance tent closer above The Presets, but that's because I still don't understand their appeal.

Flying Lotus is playing Portland on the first day of the festival, and Oakland the second day of the festival, and no more dates after that. He could potentially be added, but he will have JUST come through the area. Unlikely.

Yeah, it's kind of a pipe dream but she is releasing a new album this summer so I'll keep wishing. I missed the chance to see her when she was in the area and have never let it go.
