A couple thoughts about bands who might play:
Wilco-I heard that they will be playing a couple shows in the states in April, then playing in Europe in May. They recently announced a show in New Orleans in April, so that backs it up a bit. That doesn't mean they couldn't play in Europe and fly back for Sasquatch, but it sounds a bit more unlikely.
Radiohead-They are still touring with their currently impressive light show through March in South America. At least they have not retired this set up, like Kanye West's Glow in the Dark Tour (which appears to be done). It doesn't mean Sasquatch will happen, but it helps knowing they are still touring.
Tool-No live shows since 2007. Unless they put out something new, or play a couple random shows in the Spring, it looks extremely unlikely.
Oasis-They are touring through March, then have an April/May gap, then start touring in June again. Since there is a rumor that they will tour will Weezer this spring (read, April/May), this is probably the strongest Sasquatch rumor currently.
Rage Against the Machine-They have played enough random shows lately to stay sharp. Unlikely, but not impossible.
Decembrists-Played shows last month. One of the more popular NW Indie bands who have not played Sasquatch in a couple years.
Shins-I don't think they have done anything live recently? They also have no new music? They seems unlikely.
Kooks-People seemed to really like this act last year, which bodes well for a return. Maybe a mainstage slot around 3pm.
Hives-Touring Japan in April. Also another popular act from last year.
Kings Of Leon-Like Oasis, the fact that they have a two month gap in touring in April/May gives this act a decent chance.
No Doubt-They are playing a reunion show in early May, wouldn't be too shocking.
Beck-Touring through March. I might be the only one who thinks Beck shouldn't play Sasquatch for another couple years. It would be tough to top his festival headlining puppet show in 06.
My Morning Jacket-Always touring. They play a lot of festivals, yet have not been to Sasquatch in several years.
Broken Social Scene-Touring, and playing a festival this spring. They have not played Sasquatch recently, if ever?
Franz Ferdinand-Touring this spring. Never played Sasquatch before?
Depech Mode-No chance. They will be in Europe during the fest.
Counting Crows-No chance, will be in the UK during the fest.
This is not an exact science, but bands not doing anything are unlikely to play (Tool, Shins) and bands touring prior and post the fest are more likely (Oasis, Kings of Leon). Obviously bands confirmed elsewhere are slightly unlikely.
Anyone else know anything to combat or add to this?

I see that Kings Of Leon have just been confirmed for this year, which I'm excited about. But are they going to be a headliner?? I like them, but I see them playing an opening slot like Modest Mouse or DCFC did last year.

Wait... Where did you see Kings of Leon confrimed apeman? The website isn't up and KOL's website doesn't say anything.
By the way, I was just on the sasquatch website and on their music player they had tenacious D playing? What does this mean..........

I don't think it means anything. The song is just about a sasquatch. But it would be awesome if they did play this year!

It still pretty early, but I think it's about time we get the rumour mill churning... Keep in mind this is just me throwing out names of bands that are either touring North America this Spring/Summer or bands that have albums coming out soon. I have also tried to compensate by not including bands who have Seattle shows announced close to Sasquatch.
OK. Let the speculation begin!

My Morning Jacket-Always touring. They play a lot of festivals, yet have not been to Sasquatch in several years. 2009 is likely to be more of a writing year and less of a touring year for My Morning Jacket. After they get back from Australia & Japan, Jim will be working on Monsters of Folk stuff with M. Thanks for ruining my day avocado, My Morning Jacket was/is one of my favorites for this year's fest. But I agree, I don't think they will be allowed to not play Bonnaroo.
As for Kings Of Leon being a headliner, no chance. The headliners from the past four festivals have all been popular in the 90s. Pixies, NIN, Flaming Lips (thankfully replacing the sleepy Ben Harper), Beck, Bjork, Beastie Boys, REM, the Cure, and Flaming Lips again.
If the fest is three days, I can see Kings of Leon being a subheadliner. If the fest is two days, there is no way they are a sub-headliner. That would mean they are the fourth largest act of the fest, and if that was the case, I'd be terrified.
How about Animal Collective in the meadows closing out that stage and playing opposite Kings of Leon? Animal Collective have a new album out in a couple days that everyone loves, and they are great live (although, not for everyone who might be attending a festival for a band like Kings of Leon).

i would LOVE to see morrissey, a reappearance by manu chao and the arcade fire, and more of the dancey stuff like lady sovereign and justice. i agree that a dance dome/ tent would be far superior to the comedy tent and i hope it's there - it's the one thing that's missing to get everyone's energy up! the constant mid-tempo heavily orchestrated bands that have played the last few years are great, but it gets a little auditorily repetitive. since coffee is a pretty penny, dancing is a good alternative to wake up! much as i love the view at the gorge, i do have to say that the security is INSANE. while the gorge is stunning, i would say the bag searches, no reentry, expensive everything, and constantly aggro security severely detract from the music and experience. maybe i'm just spoiled with the laidback california fests. the folks i went with last year said it was "the most offensively corporate festival" they'd ever attended. i guess i could really do without a lot of the college radio standbys that are jack johnson-esque - i love getting to actually see kinda new bands... but sasquatch certainly isn't cutting edge. it's just pretty enough scenery and the line-up just good enough to keep me driving two states away to go...

I'd also love to see Animal Collective at Sasquatch!, but I'm not gonna get my hopes up.

Titus Andronicus - would be awesome. they're touring with Los Campesinos! right now, but there are no Westcoast dates so its a possibility. The Hold Steady - I think they have played too many shows (Sasquatch 2007, Capitol Hill Block Party '08, and 2 Seattle shows a couple months ago) to warrant another appearance. But apparently they are playing Coachella so you never know. She and Him - seems unlikely, they don't seem to be touring. But I believe M. Ward has a new album out this year so he's a definite possibility. Animal Collective - I really hope so! Merriweather Post Pavilion has been on repeat for the past few days. Beastie Boys - NO! Grizzly Bear / Department of Eagles - Grizzly Bear's new album comes out this summer, so Dept. of Eagles may not be touring. I figure one of these bands will be hitting the festival circuit. Destroyer - Not likely. But Swan Lake (Dan Bejar's other other band) has a new album coming out, so that's a possibility. I think we could see a couple members of the New Pornos back again with their other respective projects.
