I just can't see the Postal Service or Macklemore headlining over acts that have enough material to play a 90 minute set without digging into B sides and covers.

I wouldn't even be shocked if the fest itself isn't sure, which is why they are so ambiguous about it.

Actually, I think they only juggle around the artists on the home page under "Featured Artists". When you go to "View Full Lineup" it is always the same 4 at the top. If my memory serves me correctly.

Maybe, but burrito seems to think they switched around the order of the top 4 at least. I'm still a bit sceptical, but I'm willing to bet those 6 get similar length sets regardless of when they play.

Don't underestimate Macklemore's draw in the northwest, or his ability to put on at least a 90 minute set. He has no shortage of material. He'll probably have the biggest main stage crowd of the weekend if it isn't Mumford that draws the most. I'd almost put money on them not shuffling the headliners at all. All four are capable of drawing massive crowds, Sigur Ros will probably have the smallest crowd of the four due to a ton of people not even knowing who they are.

Macklemore is confirmed to be headlining, but yeah I've seen the order switch around a bit as well.

They've moved a lot of bands around to reflect their popularity, but other than Sigur Ros moving from #4 to #3 the top 4 have remained the same.

Sigur Ros actually has an enormous West Coast following due to KEXP, so don't be surprised if their crowd is one of the biggest of the weekend.
