Not for a hard copy, but yes for a digital copy.

Edit: Actually this depends on the format as well. Higher quility and lossless formats can cost more.

For a digital album? I think so. $10 is standard, I've paid $12 or $13, but $16 usually gets a physical copy in my mind. I'll buy it in a couple of days though.
