"You must possess tickets, or have the intention to purchase tickets"
In short, they will be fine.

Exactly. Basically they reserve the right to boot someone who has no intention of going to the show, but in practice how would they know? They don't ask to see your tickets when you enter the campground, and even if they did, all you'd have to do is say, "we're buying them inside," and you should be just fine. I think this rule is primarily designed for professional scalpers and unauthorized food vendors.

The rule makes sense in many ways. The festival sold out in record time. The campground is only set up to house approximately 20,000 people (space + toilets). If 40,000 people showed up banking on buying tickets from a scalper, they won't have enough room (or toilets). There's a security issue involved as well.
Last year was nuts. So many people showed up with camping passes and no tickets, and since everyone was guaranteed to get in with a camping pass, they had to put overflow in the parking lot. If they ever decide to enforce this rule, this would be the year.
In other words, you'll be fine.
