This is exactly what the rule is for. There aren't enough Gorge goons to actually enforce it properly, so they just go around breaking up the most offensive (ie. loudest, rowdiest, most obvious underage drinking, etc.) parties. If your shindig gets broken up you have three options: 1) go to bed, 2) stick around and see if it starts up again once the goons are gone, or 3) find another party. And there will be another party.

Yeah, I always just migrate to a new party once the one I'm enjoying gets shut down. Its kind of like that game Katamari Damacy; as you roll from one party to the next, you pick up more and more people until the migration itself has become a party.
